Do Google Backlinks Update Every Day?

Hi,

I know Google updates the backlinks once a month (+/-).
But does that mean it only updates the viewable backlinks?

If you arrange 1000 backlinks at 1 day, will that have effect 2 days later at your google position?

Arranging 1000 backlinks in one day will probably get you banned :-)
