Google and Overture ad directory sites

Why does google allow this?

Why would google let in all of these directory type sites in their serps that goto Overture results and nothing for the end user to find valuable?

this and all the other sites that google has included in the serps with high pr with no content but nothing but using keywords with search results leading people away from google with another "search"?!?
