Uk domains in google co.uk?

Getting a tad confused on this, some peeps say that to get in google.co.uk 'pages from the UK' results you either need a .co.uk or the site must be hosted in the UK.

If so, then key in the phrase 'rentals in barcelona' into the google.co.uk and do 'pages from the UK' then see who is at the top position! That site is neither .co.uk or hosted in the UK!

Does anyone actually understand this ;-)
