A PR7 site can get 300-400 google referrals a day, though I know of a site called w.m.w that gets many more than that......so PR7 can mean something or nothing :)
I think its more to do with your niche. Nonetheless...increasing PR is never a bad sign eh? :)
1. Use CSS to lighten your code for easily accessible pages
2. Provide lots of content for these "light pages"
3. Hopefully (maybe forcably) get links pointing to the site
4. Wait and watch for the update
Ultimately.....gaining PR is meant to be out of your control, and any "artificial gain" would technically be spam ;)
But we can always hypothesize at WMW, so who is to say who is a spammer and who is not :) We need to get listed at least and WMW provides enough deep info to cover that topic :)

As I mentioned I saw a very big increase for my site when I jumped from a pagerank 5 to a 6. I saw about 50 or so key phrases for my site jump more than 20 + postions. Going from a ranking of 35 for the key phrase "pork tenderlion recipes" to a ranking in the top 10 is huge. As you guys no rarely do people make it to the third page of search results.
As for improving pagerank I disagree that it is beyond your control to improve that important factor. Start of my putting your self in the shoes of other webmasters and ask yourself:
what kind of sites or pages will I likely link to as I am building my site?
As mentioned have quality content that people would WANT to come back to. So the first step is creating a quality site without thinking about pagerank. However, I think once you do have a great site up and you start recieving positive feedback from your site visitors then you need to go hunt links. Think outside the box, think: What can I provide to other site owners in which they would want to link to my site.
For my site it was and is rather easy, it starred me in the face for about 9 months until I figured it out. There are thousands and thousands of recipe sites on the net. It is very very competative. But, all these sites are looking for recipes. In fact many of them set up forms to send in recipes. I simply search for "send your recipe" or "email your recipe" I spent about 5 hours working this technique and it bumped me to a pr6. This month I spent another hour with it and got several more quality links from quality sites.
I think this is a variation of the "article submition idea" where you write a great article and then allow other webmasters to publish it. With a link back of course.
I do not see this as fooling google either, if it is a quality link does it really matter how it got there. Heck I rather get out there and try to make it happen rather than "waiting".
Of course I think It depends greatly on your site theme. My current site is very easy to build links with. A dime a dozen affilate site for posters or books would be harder to do this with. I am in the early stages of building a new affiliate poster site and it will be intresting to learn how to build links to that type of a site.

inbound links
Quite simply, that assertion is incorrect. There is much more to PageRank than inbound links. Google is paying a bit more attention now to content that is on the page. I have brand new client sites that beat competing sites in terms of Pagerank. In fact, some sites with minimal inbounds, (I'm talking 20 or fewer) beat sites that have hundreds or thousands of inbound links in position and PR.
Start looking at themes, anchors, navigation TEXT and CONTENT. The info can be found at Google. There are MANY factors that influence PageRank. Inbound links happen to be ONE factor.
