My question is how can Google determine if this is a link that is used to raise PR or if the person is actually advertising on a high PR site without knowing it (the person may not be clued up about PR). Is Google going to penalize everyone who does this? It would not be feasable....
Google is going to have to have a serious overhaul in their PR system or throw it out completely....
Anyone else have any comments?

If the site linking to you had no relevancy to the site it is pointing, it wont even matter what its PR is! And that makes sense ... on target sites linking to related sites should be worth more than anything else.
Of course the hard part is actually doing theming heh...
That is why PR is just a small portion of the Google algorithm. If PR was the Google algorithm, Google would suck.
