How to fecth headline from news site if NO RSS is available

Hello,
I have seen many site's which provide RSS feed of OTHER sites and they do not have RSS feed on their site. SO how do they fetch headline from other's site and make RSS. I am interested to fetch headline from some local news papers. How one can do that?

They may offer their feeds through other channels for a fee. Not all RSS feeds are free. You might want to contact these news sites and ask whether they have feeds available.

They might also "scrape" the other sites, and parse the text to identify a link of interest, then obtaining a title and description for it. I believe Google News for instance does a lot of this.

The legality of scraping is hotly debated, and certainly it is much less efficient than processing a feed because of the additional bandwidth and processing involved.
