I found one reference here re IANA.og [webmasterworld.com], what is their responsibility and how is it separate from ICANN?

IANA is a division under ICANN. They keep order in the universe by telling people about standards. Their job is not to enforce rules, but to facilitate cooperation in a uniform way. Their power lies in peoples perception.
