Your question is a bit tricky as I don't think that there is a stage in between being an ICANN accredited registrar and a reseller for one of the major registrars.
Is bulkregister.com's VASP Reseller Package the sort of thing you were looking for?
I am sure some of the other major registrars have similar programs.
