Any Registrars not require a notary for changing the domain Registrant?

Also which registrar is easiest and most cost effective for changing domain ownership?

As for changing domain registrant Enom works well at no cost - applicable only for Enom to Enom transfers.

Let me clarify.

Some registrars such as GoDaddy and NETSOL require a notarized signature before they process a change of domain ownership.

Are there any registrars that do NOT require this for change of ownership?

I didnt realize this was the case with GoDaddy. I dont think BulkRegister charges for this.

Tucows was the first in the market place to get around this.

I also believe eNom doesn't require this now.

In the good old days (2 years ago), I would transfer domains I bought to Tucows, then change the registrant name there for free. I find this whole notary and faxing ID thing a big hassle.

If you are a current Go Daddy customer, then you would have received the e-mail back in June that explained the new process for changing ownership. If you have a bogus e-mail addy on file with them then you probably didn't get the info. I won't go into the details of how they are handling ownership changes but it's enough to know they made it quite hassle-free. No paper contracts/notary. What is important to the new system, is that you have an updated legitimate e-mail addy or you're hosed. I'm sure the new info is available somewhere on their site if you check.
