Check out the EU webpage
If you are not a EU citizen or resident forget it.

Sunrise 1 (currently running): Trademark holders
Sunrise 2 (from next week or so): Prior use candidates
Landslide (April 2006): free for all

During the Sunrise period (starting 7 December 2005), domain names will be made available only to the holders of prior rights.
When applying during Sunrise, they will be asked to back up their claim with documentary evidence.

During the Land Rush period (starting 7 April 2006) domain names will be available to registration for all.
Registrants who cannot back up their claim to a domain name with a documented prior right will have to wait until 7 April to apply for their .eu name.

Prior right: If I am using the phrase "widgets wadgets" in Norway for the last 20 years, but I do NOT own a trademark for "widget wadget" in any of the EU countries, it is considered "prior right" and can be applied for registration as well.

why dont you just try to registre now, then if you are the first for that name you get it, you must live in EU to get it.

Adam, check out the eurid.eu website. Everything you need to know is in there! Your ISP should be able to help you too.
