I have a couple domains I am transferring. One took less than 60 seconds to change the administrative email (it was old) and the other name at another registar changed it on their site, but it not with the Whois. So since the contact email is old, I can't get it transfered. Is there a place to complain about this?

While how you feel about this is understandable, what you want to do sounds "premature".
Contact the registrar and ask for all specifics and options. You have to do what they say, but sometimes they have more choices than what people might expect.
