Can a registrar charge to *release* a .COM?

Caught in a registrar meltdown...

Hello wise Forum!

I'm caught in the meltdown of a certain registrar (see below) and have a simple question you may be able to answer.

Is it legal for a registrar to charge me a "release fee" to transfer a .COM to another registrar?

The registrar is in the UK, and I know it's legal there for them to charge a release fee on .CO.UK domains, but I didn't think they could do it with .COM's. I'm in California by the way, and a US citizen if it matters.

(Also curious about .ORG/.NET, and would love a free reminder of when the lock-down period starts before expiry...)

Anyway, so now I'm stuck with a bunch of names there that are due to expire, and they want around $50 US per name to renew or release. (I usually pay $9 elsewhere, so... ouch.)

The so-called non-profit organization charged with overseeing the Domain Name System (DNS)
does indicate in their transfer policies that registrars can charge for transferring out.

On the other hand, their policies also include registrars not preventing transfers simply because
the domain name expired.
