Are there any existing threads for this which explain the differences and give specific, repeat specific, guidance on how to set one or the other up? Must it be done on the website server, or can it be done by the domain registrant through DNS management at the registrar's site, independent of the website?

GD allows for forwarding through their DNS manager. I know this because I did it while I waited to sort out some problems getting it to my server.
Problem is this- it can take 24 hours to happen, and you cannot do anything else while it is pending. Hope this helps.

Some registrars provide full forwarding management, some don't. Also, if you have your own name server, you can handle it yourself. If you don't, you can't.
