my customer has a web site and his provider does not offer any thing but web space, what do i need to do to make his dot.com point to a new web provider? he is so limited now ...

Not sure this is the right forum for this question.
Anyways, it seems that you will simply need to setup an account with a new host and change the DNS server addresses for his/her domain.
After the above is completed, simply upload the files to the new host.

what coho said. You need to find out who his registrar is, ie who sold him the domain name (not related to the hosting) A whois will tell you this. Then, after you have the new hosting account setup and tested, you login to his account at his registrar and change the nameservers to be what the new host tells you to use.
