Can other countries use your domain name?

domain.com and domain.com.mx

I just saw the following in a site command:

domain.com
and
domain.com.mx
and
domain.com.cs

The sites contain different content than the original but why are they appearing in Google's site command for the original .com domain?

Is this another Google bug or is it a legit practice for other countries to use your domain name?

They're different domains--like mywebsite.com and mywebsite.net are completely different domains. People often buy up all the .com/.net/.org/.us etc. etc. domains when they come up with a domain name, but if they don't, anyone else can take it. Same with com.mx, co.uk and so forth.

I've got some .net domains (but don't own the .com) and so far no one has complained to me about it.

but why do the other domains show up in the domain.com index in Google?

Because Google doesn't have a .com index as such? Unless you use some clever phrasing on your search query to limit searches on Google to .com/ rather than .com. (the trailing '.' could be used as a negative differentiator to drop any .com.mx etc) you are going to get all sorts of stuff in the results.
