Registering something.com.fr domains?

I know that France has a strict nexus requirement. Yet several of you mention that anyone can register a something.com.fr site instead. My question is: where?

Even sites that seem to have it all, like Speednames, don't offer .com.fr.

Am I missing something?

yes, it doesn't really mention anything about .com.fr. Just lots of discussion of the .fr nexus requirements.

Well, I've researched a bit and all I can see is that French residence must be established to buy a .com.fr domain. These references were all pretty old - but this was definitely the case when the domains first became available in 1999.

So unless this regulation has changed, it looks like the best you could do would be some kind of a proxy purchase. Does anyone know differently?
