Transfer Problem

Registrar is making problem in transfering my Domain

I own a Domain and I want to transfer it to another registrar, my current registrar has refused it two times without giving any reason.
Finally I received an E-mail from my Current Registrar that I need to follow following procedure to transfer my domain, which seems to be illegal to me, because I was not told that I will be asked to pay $15 for transfer and even it is not shown in terms on their web page.
Further asking me to pay "money order or cashiers check", so that it will not come in record.

Well, tacky as it seems, at least you did get some information on how to move your site to a different registrar!

If this was me I would pay them, simply so I did NOT have this problem in the future. You should move to a registrar who does NOT give you grief in case you need to move again. $15 doesn't seem like too much to give you peace of mind.

As long as you keep a copy of the money order or cashier's check, you DO have a record of the transaction. Hang onto it.

I would not pay them a nickel.

Tell them that you will be filing a complaint with ICANN [icann.org], if there is no legal reason for them to deny the transfer:

I had a problem with a former domain name registrar that was denying transfers.

I used to have over 100 domains with that company, and needed to move a couple for business reasons. After being denied 6 times over the period of a month doing some necessary transfers related to ownership changes of some domains - I got fed up and yanked all of them and sent them a pre-emptory emailing them that I would be filing a complaint with ICANN if these domain transfers were not approved from on the first try.

I don't mind paying $15 but doing so I'll help them to continue this illegal practice!
Yesterday I sent an E-mail to my current register that if I don't get approval for transfer after this mail, I'll complain to ICANN.
Let's see!
