Very confused by .nl domains

I need to move a client's domain.nl to a new host. I'm very confused by the NL regulations as they appear on their site, domain-registry[dot]nl.

It seems as of the host must become an actual registrar?

Anyone have any experience to share here?

As far as I understand it, only nic.nl registered companies can handle the transfer. The owner of the domain (your client, I assume) has to sign for the transfer. Ask the new (nic.nl registered) hosting company for a transfer form that your client has to sign and fax.

So to host a .nl site, you have to be "nic.nl registered"?
