There is nothing illegal about it as far as I know but I am far from an expert. I use the Alexa toolbar with the fast who-is drop down menu and I have noticed that a lot of sites dont list owner information. I guess as long as you are paying your yearly fees they dont care.
Did you try looking on the website itself for contact information?
