I have a domain name at a registrar which was doing a redirect (Frame) to Web Site A.
This morning I ordered and set up a new site at a new web host. Call this Web Site B
Then, I moved the contents of Site A to Site B, leaving Site A up and intact. Everything worked fine connecting by IP or the link the web host gave me.
Then, I went to the registrar's control Panel and changed from Redirect (using the registrar's name servers) to plugging in the name servers for Site B.
Immediately, the domain name stopped working for som people, while it worked (to the new Site B) for others. This threw me for a loop, because I thought it took 48-72 hours for the change in the registrar record to take effect. Is this incorrect?
Is it that it takes 48-72 hour the nameservers of the world to recognize that the change in the nameserver itself of Site B's host to propogate? If so, I guess I should go back and redirect for two more days, right?

It takes that amount of time to propogate worldwide. Unfortunately it appears that as you designated name servers for the domain that do not belong to the registrar the redirect ceased to function (you don't quite make it clear if you cancelled the redirect and updated the name servers OR just updated the name servers).
You may find (as I did) that if you go and play with the redirect function on the registrars web site that the name servers will automatically revert back to the registrars ones. This would cause an increase in the downtime.
Personally I would just sit it out and wait for the DNS settings to propogate
On this registrar, when I change the nameservers to other than theirs, it automatically cancels the redirect.

It is both, they go hand in hand with each other. The first thing that happens is that the registrars records tell other DNS servers that your new hosts DNS servers are authoritive for the domain, they then go and update from these new authoritive DNS servers.
