Once you register a domain name do you have to wait 60 days before it can be registered to a new owner?
I know you have to wait 60 days to transfer it to a new registrar, but can't you change the owner info right away?

Lizzie,it depends on the register you are holding the domain with.
Most registers allow you to push the account to another party while still remaining with the register.So you can actually change the owner of the name and have it in a account of the new owners name but you cannot change the register.Some don't allow for this and this seems might be the problem with yours.
