Is it possible to register a domain name with status pending delete with a backorder set when it reaches the 'available' status? They claim to check the status of the domain every second of the day.

Depends on the competition interested in the domain in question. Don't count on manually registering a domain that others are chasing with drop catching services. If you want to pay for a catch just use as many of the services as you can. If you only want to manually register it and you have no competition then just add 6 days to the update date (if pending delete) and be there between 11:15am to 12:30 PST.
