I have a registered trademark for the domain in the UK, and have applied for trademark rights in other countries.
I have been told that there is some kind of rule that prevents domian registration companies for trying to sell domains to trademark holders for a premium. Can anyone clarify this for me? And can anyone suggest the best course of action.

There isn't such a rule I'm afraid.
Under ICANN's rules you have to prove three things if you want to succesfully win an arbitration.
1. That you have an interest in the domain
2. That the current holder doesn't have an interest in the domain and
3. That he is acting in bad faith.
Get an email or other offer from him that he is willing to sell it to you for a sum (preferably far in excess of normal costs he may have already incurred) and you can prove the third part of the requirements listed above i.e. you can claim that he is acting in bad faith as he only bought the domain to profit from reselling it.
