Is it cheaper to process card payments as a MOTO (mail order/telephone order) merchant than an ecommerce merchant?

all depends what industry you are in.

MoTo are regarded as hish risk in ceratin sectors, however all rates are negotiable once you prove that your chargeback is low and you have in-house security measures in place.

If you are taking payments for anything coming through a website merchant banks are very particular that you have an "internet" merchant account. Otherwise if they discover you are taking payments for services/goods sold through the net your account will get canned.

But to answer your question, from the rates i have seen, they are actually about the same. Both are still considered high risk as Shakil stated.
