Security and Hosting of Downloadable PDF Files

I work for a company that does consultation work for the Nuclear industry. We're currently researching our next web venture which will have several hundred downloadable PDF files available. Now since 9/11 many of the files (albeit legal) aren't something that we'd like the information to get out about, we're looking for the best way to not only host these documents, but secure them as well. We use MS Frontpage 98(be nice....I inherited this) and Im looking for the best way to do it. Shopping cart? Ebook? Adobe Content Server?...help me Obi Wan...

Members only area may help. You may want to look into having a password protected area. Are these free documents or do you have to pay for them?

The site will have a subscription service cost which is currently under discussion for the content we'll provide. But the download area will be open to subscribers. We just want to make sure of who the client is before we "unlock" the info per se. Im just wondering if theres a "out of the box" solution available. I build the sites for my company, and I know that eventually that someone here will put info into the site when Im gone..so the solution has to be simple to use and bulletproof. (and all in MSFP) *sigh*
