We are new at e-commerce. Just starting to setup the web site.

We have no products of our own. We are a reseller. Customers will research the products they want from manufacturers web sites and provide the product description for us to quote. Upon acceptance of our quote, our customer will purchase the product from us by referencing the quote number and using, let's say, PayPal, as the shopping cart.

Will this work as described and do you see any issues?

Paypal will work for you. You can send an invoice with the reference number from Paypal to your clients.

Paypal is ok ... but it depends on the type of product and the cost.

I'd avoid paypal for high cost goods.

Do you have any other recommendations for shopping cart that do not require the building of a database and are lower cost than PayPal?

You can check it with digishop,it is fully customizable, but I have no idea whether their cost is lower than paypal or not.
