I have been planning on giving money transfering services from a city to city via online. The idea is people pay from their credit card and an agent on another city delivers the money to the beneficiary.
Which credit card processor would give me more benefits on this case?

You will be very hard pressed to find something like this - Western Union has a stronghold on that industry and they are owned by First Data. And guess what else First Data does (merchant account processing and platform processing (electronic payment gateways, ACH, gift card, etc)).
What you will run into is chargebacks and how yu are going to prevent them. You might consider some type of internal prossing / gift card to help prevent / cutback on the chargebacks.
