I sent paypal tracking information, showing proof of delivery with signature, and I get a message back from paypal showing they could not find the tracking info.

Obviously somebody at paypal can't type a simple tracking number properly.

I fired another email off to paypal again today, but
I half expect to an autogenerated letter back saying appeals are final.

Fortunately, I had just drawn out my money for the month from paypal, so paypal got none of my money.

I would like to still offer paypal as a service, but if this is their idea of customer service, then the paypal option is being removed from my website.

I suspect that in your case, even though the tracking information is correct and you can prove delivery. The delivery address is different to what PayPal has on its record for that customer. Therefore ss far as PayPal is concerned, you cannot prove that the item was delivered to the right address.

This happened to us and the customer agreed to pay us back eventually. You should ring up PayPal immediately about this.

LOL...

If they do charge back on your acount, your balance will go negative and they can use a debt collect agent to collect it..

There are no different if you draw the money or not.

And I would just tell the collection agency that the
matter has been resolved and I have proof of delivery,
and we consider the matter closed.

Anyways, Paypal after two months, finally closed the case in our favor. So the answer, is appeals decisions are not final.
