I'm setting up a computer game on a server where people will pay say 10c per hour. I was planning on doing something like skype where people pay say $10 in advance and every time they play my game they will be debited depending on how long they play. I am wondering if such a service already exists?

Firstgate.com. From Europe originally, they seem to specialize in micro payments. Newspaper articles for 50 cents, etc. They bill the clients bank account/CC at the end of the month, so really small payments are possible.
I use them with no problems for small transactions, you will probably need a minimum revenue of $5K per year though.
