help on retail license

Hi everybody,
I have already registered a company and used to import goods from china the sell to retailers. I'm planning to open a online store soon, so please help me out on following questions:

1. I need to apply a retail license, right? is the retail lisence same as sale tax?
2, I live in MO, so can I apply this on MO.gov website?
3, what else lisences Do I need?
4, I only need collect tax for the sales going to MO, right? but what is use tax?
