I am looking for a complete and affordable Prepaid Cash Card System which has a supported online shopping cart.

I am not talking about using Prepaid Cash Cards from companies like E-gold. This prepaid cards will be maintained all by ourselves.

So, the system will print random PIN codes, which we will distribute at some shops. User will buy card from those centers, enter the PIN and have cash in their account. With that balance they will be able to buy products from our sites.

[ This is more like ISP prepaid billing system. Only difference is, here instead of buying browsing hours, user will buy products and services we will sell ]

Many carts will allow you to generate batches of gift certificates (in the form of strings of alphanumeric characters). These could be printed onto cards and sold in retail stores.

The customer then "loads" the certificate into their customer accounts at your online store, and can then spend that.

Make sure the cart can handle partially redeemed certificates - either by storing the unused portion of the credit in the customer account or by generating a new certificate code for the unused amount.

There are security issues to be considered here, and accounting issues to account for the liability of the cards sold but not redeemed.

Is it a requirement that you run your own system?

If you just wanted to allow customers to pay with cash "over the counter" that can be spent on your store there are other ways to achieve this like MasterCard Gift Cards, and in the UK companies such as SplashPlastic and SmartVoucher provide prepay services similar to what you describe.

You have mentioned one kewyword I tried to say: "SplashPlastic".

You see I am from Bangladesh. There is no online payment method yet. And our government does not allow bank transacction over the net. So we like to start a system like "SplashPlastic". Not necessarily we will serve other companies too. All we want to let bangladeshi buyers pay online using our own "SplashPlastic" like payment method.

Is there any company that provides software like this which will create a limited "SplashPlastic" service which has a compatible shopping cart?

So our main requirement is a shopping cart with built a prepaid cash card payment system.

You should contact a company that specializes in setting up sites for prepaid merchants.

I was recently introduced to a company called Managed Prepaid. They apparently run a front to back complete ecommerce package for prepauid merchants
