Static HTML mirror site of database driven eCommerce site

Is this a good idea?

I have a client using Search Engine Killer 2 (SEK2) to create a static HTML version of his Miva Merchant site in order to, supposedly, boost his SERP's.

I'm skeptical on a number of levels. The static pages are ugly and I'm afraid that the SE's may penalize him for the duplicate content. And since he has two different URL's pointing to pages with the exact same content, isn't he potentially diluting his link popularity?

Any thoughts on the effectiveness of such schemes?

Most likely, the penalty will be that the page that is index second will not rank or get pr because it is a duplicate of a pre-existing page. It won't affect the overall PR of the site as a whole usually.

In my experience, with a little massaging of SEK2 pages, they can be quite successful for a miva store. They do need to be massaged though. The pages that SEK2 produce should only be used as a base. I have seen the static page and dynamic page ranked well on the serps within 3 positions of each other. The SEK2 page ranks higher 75% of the time.
