anyone know of a free open-source cart geared more towards hosting resellers vs a catalog type store? thanks!

Not sure whether you are looking for a cpanel/cobalt type experience, but a commerce solution would normally be something you setup and hand over to a customer for use and that you wouldnt want to login to ever.
I would consider modifying a good opensource solution to be less database intensive and write perl/shell scripts to easily install it... 2c
