PayPal Fraud Screening?

Especially for international orders

I am a bit confused lately with the fact that PayPal doesn't require the payer to open an account nowadays.

We have many international orders with low amounts, but often unverified/unconfirmed. I do not have a big problem with these, but now that it comes to delegating it to someone so that I can focus on more important things then checking the orders every day, I'd like to come up with some straight forward policies. I urgently need to get some kind of fraud screening system for PayPal up and running.

Does anyone know if something like this exists out of the box? I could only find CC screening online.

What are your policies for say $40 orders from the UK with unverified/unconfirmed accounts? I usually ship them (for years) without big problems, but would like to nail down some rules. European PayPal users are mushrooming lately...

Use a merchant account for larger orders.
You cannot screen a PP based order but you can screen any merchant account order with a phone call.

Given that anyone can perform a PP chargeback with a couple of clicks .....

Given that anyone can perform a PP chargeback with a couple of clicks .....

I know that this is true for PayPal funded transactions, but is it really that easy for CC funded payments?
