What experience do you have with conversion rates over the course of a year? One site of mine was converting at over 5% in November and December, but is now converting at less than 1%. I haven't made any significant changes. Is this normal?

Mine seems to stay pretty consistant throughout the year. Partly it would depend on what you sell.
Also, if you don't have a large number of people coming to your site every month the sample size might not be large enough to compare statistics like that.

That doenst seem unreasonable, do you sell items that are given as gifts? That may explain the increase in December

I sell womens/juniors clothing. November and December are the "hottest" months of the year. Jan and Feb are the "coldest". I don't know my stats but I'd say you're experiencing seasonality.
Think of it as "shopper's rigormortis" - makes it very hard to pry money from their grasp. You may also be up against malls that are "dumping" their inventory.
