Upon logging on to Paypal found out that Paypal now mails checks in Indian rupees. However it should be equivalent of $ 150. When I went to withdraw funds I could not change my country. Anyone from India tried it.

Most foreign currencies have a rate of exchange which fluctuates daily, if not hourly. Paypal would be (even more) crazy to use a fixed exchange rate.
