Merchant for User Authentication

Hi,

I am currently setting up an auction site. I will be implementing several types of user authentication:
--Automatic AVS
--Pin code in bill like paypal does (So people can view the pincode in their netbank and enter it in my side) AND or charge 2 small random amounts and have the user enter the charges on my site for authentication.

I will not be processing many online orders, I only need a merchant account for user authentication.

I am located in Norway and do not have a registered US Business. What are my options when it comes to merchants/banks, etc?

Most gateways are geared towards you actually billing people for goods / services and most of them have minimum transactions. You could try secpay - they've got a minimum of $1 or something and are a proper gateway, but you'll need to get a merchant account - they'll help you with that though.... if you haven't got a business at all then you're looking at third party processors, like 2checkout, where billing is done offsite. 2checkout have near instant signup and a lot of people go with them for this reason alone...

Either way you'll have to pay transaction fees of up to $0.50 or so a pop...
