It's for google adsense, and yes, people are making alot of money with it. Whether it's easy is another matter. Of course what your guy was doing was probably click fraud which is easy but slightly illegal.
He may have also been talking about adwords, which you can advertise anything, but then you sort of need something to sell (unless you are very clever, which some people are). You can read about that here:

I have never got it to work, and some of our affiliates have used Adwords to refer traffic to our site. However, all of them lost money and left.
Reading through other forums, the consensus is that the system works in principle but there is much more to it than in the book. For a start the original edition was written before expanded broad match was introduced. The majority of readers either lost money or made very little out of it. However there are a few who are pretty successful. But it involves a lot more research, hard work, and risk than what the book implies.

He is - he's using PPC to promote that ebook through an aff link. :P

On that note, yes, that is possible but it requires a pretty good understanding of how adwords works, misspellings, KW combos, adwords sublties (ei what google stems and doesn't stem) and exactly how much you can afford to bid. You also need a credit card with a deep pocket as you will not see your money from the merchants for 1-3 months.
If you don't know the game very well before you get into it, you could lose a decent sum of money.
