Paypal expanded use program

I ma having problems to enroll in the Expanded use program of Paypal. When I authoriae paypal to charge my card for the amount it gives me an error saying "We were unable to verify this credit card. Please check if the information you entered is correct. If the problem persists, please try to enter a different credit card." . My credit card is mastercard. I checked with my bank they said there is no problem with the card. What can I do as I need to make some urgent purchases via paypal.

Im having the same problem. How can Paypal verify
an address outside the USA, if AVS only works in the
USA. Must be a technical Glitch, hope they fix it soon.

Once you do get a credit card to work, there will be
a $1.99 charge on your card, and a coded number under
the transactions details. You will need to enter the
coded number in the paypal system to activate your
expanded program (no spending limit).

If you have online banking, this will take a few days
to post; if you don't have online banking for your
credit card statement, you may be waiting until the
next biling cycle (4-5 weeks), to get that coded number.

Anyways, you are out of luck, if you need to get this
to work today.

Make sure that your credit card matches the address you registered PayPal with.
