Paypal protection from fraud

How much protection does Paypal provide to buyers? If a consumer buys from someone using Paypal, can they refuse payment if the goods delivered are not what they were advertised to be?

Yeah I fell foul of this last Xmas, I was selling a hard to find game in the USA sold tons of em.

However some turnips were reporting to paypal that they hadnt received theirs so were awarded refunds others that were refused refunds went for straight chargebacks.

Circumstances:

Had signed delivery slip - paypal awarded refund.

Sent one game customer says thanks orders another - gets refund on both, no signature but I have proof of shipping.

Customer buys 10 states none of them were as described (this was to another toy shop) customer gets refund.

I think from a buyers point of view its very easy to get chargebacks/refunds. The whole episode cost me several thousand $.
