Okay, a long time ago a PTB decided that having a date on our home page would make the site look fresh (because the date changes every day).

I kinda think this is sort of silly, but then again, I could be wrong.

Do you think there is any value in having the date on the homepage?

I believe having a date on your webpage, helps with the overall appearance of the page. A user may feel that the site is more up to date, like you stated above.

For one of my sites I have seen se referrals that include the year - this particular site sells widgets that may or may not be cutting edge and I think the user was looking for newer widgets.

I personally use it with the google cache to see how recent pages in the (formerly) deep crawl are.

For pages without a fresh date, this is helpful.

It may also make spiders think something has changed since last time they got the page when it may not otherwise be so, although I'm not sure if this matters.
