I setup a website for a scuba company. For the time being, they are happy processing credit card charges offline. However, they are getting hit hard with stolen credit card purchases.

Is there a company that will verify a credit card, without charging a monthly or setup fee for the processing? I've searched with many companies, and it seems like they all provide this service, provided you initially setup an account for the processing.

I'd like to find a company which would do it for us too, but so far haven't found anything which meets our requirements. However, there are ways to screen against fraud if they are willing to spend the time to do so. merchant911.org has gathered a great deal of information about available resouces on this type of thing.
