Need a hosting template complete with forms and

integration into a payment service like Paysystems......

I have seen hosting templates but they are cheesey looking and don't have any forms for clients to fill out with the name, address, etc. They also don't have pages for signing up and paying. I am struggling with this myself and can at some point in time make one from a template I have but would rather buy a template that looks good and does the job.
Do I have to pay some designer several hundred for this? Isn't there a ready to go template somewhere I could use?

I don't know any good designers.
If I pay them in advance how will I know they will deliver
my site in a short period of time?

research their past work portfolio,
select someone who "feels" right to you,
write a good contract,
use progress payments.
