I'd suggest you start by offering free ads for the first 3-6 months, so you actually have something to show job seekers.

Then, depending on how many jobs you have listed, you can start contacting companies in your industry and offer them a sales pitch( i.e. tell them metrics , demographics, etc) and then you can apply discounted rates, bulk ad posting specials, etc.

Given the biggies like careerbuilder and monster, the job market is hard to break into I'd say. People want to post where job seekers are looking, and vice versa, so you have to focus on gettting people to go to your site first, even if its for free.

Getting linked from relevant sites is probably the best option for starters.

It is a good idea to set up good information for job seeksrs first and even industry information that people in that industry might want. Start off with letting companies post ads for free at first. Then move to paid after you get a name for yourself. It should not be too hard in a small area (niche) if the site is done right.

Not sure what your niche is so this may not apply.

Allocate a marketing budget - say $1000-1500. Tell your first few clients that you will spend that much on adwords / PPC / advertising to make sure that they get quality applicants and go from there.

Jobs sites like personals are tricky. No one wants to be the first lonely advertiser or applicant -- so create the illusion that they're not.
