APO address with a non USA issued credit card

Hiyas,

I think I am right in assuming that APO addresses are safe to ship to.
Today I came across this order:

Shipping to an APO address to a Korean customer who only has a Korean {South} issued credit card.

Would that be a Korean civilian {the name implies the person is Korean} employed by the army?
The customer is using a free Korean email address.

Why would a USA army employee not have an American credit card?

The APO business is new to me so was hoping one of you with more experience can help me shed some light?

I ship to military addresses all the time. Many times the names and e-mail addresses are clearly non-US-based. Never had a problem.

Koreans have 2 years of mandatory military duty. Some of them are assigned to US Army units over there and they live on post and get their mail from the same place as the US soldiers. In other words, it should be fine.
