Confusion... What is SEO?

I hate diplaying my ignorance on some issues. I have just started learning about getting found online. All sites I have ever made were for personal use but now starting to be professional/commercial. Learning about Page Rankings and being found by Search Engines has me baffled. I have learned so much so far but still know I have a long way to go.

Questions, just a few for now :) --- I keep hearing about SEO. What is it? How does it affect you site? How do you raise your PR? In a post a while ago docdanger47 talked about raising his PR by including internal links. Is this a common practice, does it break any "rules," are the SE bots tricked by this? I though I had learned in here that the best way to make yourself appear at the top of the returns list was to have links to you from other popular sites.
