I think I read a thread about the rules being tightened once. I do not remember it very well, but my impression was (and still is) that somebody had been abusing the possibility.
I personally believe that the minimum may very well to some degree be individual. We are all watched by the moderators and administrators for a number of reasons, both positive and negative. It ought to be technically easy to change the minimum for an individual member, and in some cases the administrators may find this possibility useful.
I've wanted to leave public profiles out there in the open as a perk to members. If members are willing to contribute to the community, then they should receive the benefits of quality profile referrals.
The number of problems that have occured with profiles has steadily increased. Hardly a day goes when some incident, upset, or questionable action is traceable back to public profiles. We spend a great deal of time dealing with it. Time that would be better spent contributing to the forums ourselves.
I have given a great deal of thought to the issue and I think the window on public profiles is drawing to a close. Profiles will still be accessible to logged in members, but email harvestors, search engine bots, and other bots that can't log into the system will be locked out.
