How does the rating system for members work in Webmasterworld?

That's strictly a number of posts thing. I think the actual demarcation lines have changed a time or two since I arrived, and don't recall what they are.

Fact of the matter is, someone with 2 posts may have just arrived, yet have more knowledge, experience, etc, and be an all around classier gent or lass, than someone with 1200 posts.

Also, irrespective of post count, one can become a supporting member, with access to the private supporter forums, merely be paying the requisite fee.
