Certain ISP's blocked?

Hi

I have posted a link to the following thread in another forum - [webmasterworld.com...] - but the users are saying that they get the following error when trying to view the page

'status: Either we require login from users from your ISP because of abuse, or the thread is marked members only. Please login and then back up to view.'

The page is in the HTML and Browsers forum and works fine for me if I am logged in our not.

Any ideas on why they can't access the page?

There are certain high abuse isp's that are required to login (only 4 at current). Some of them are notorious hangouts for abusive bots.
