WW site character set glitches

Just an idle question - is there any reason why the WW software doesn't provide an explicit character set either in the HTML or the HTTP headers?

I occasionally see the odd Chinese character (or something oriental), for example here:

[webmasterworld.com...]

This seems to affect the UK pound signs. My browser (Mozilla) is set to character set universal auto detect and it seems to think the page is in "Chinese Simplified", whatever that is. Setting the character set to Windows solved the problem.

...not sure of the rationale behind that function, but I'll have to say that being able to insert Japanese or Chinese text in my posts here has been useful on occasion.
